Answers to questions:

Why does God permit evil to exist?

This hints of the age old question; why does bad things happen to good people? Well, both questions are related in that they can be explained with the same explanation:

First, if you study the tenor of scripture to understanding, you will find that there are no good people; just sinners; some that are saved by grace, and the rest lost without God and hope in the world.

Now, let's back up a little; God (in Christ Jesus) is holy, perfect, pure, and separate from sinners. There in lies the answer; when we see God as He truly is then we know that we all fall short of perfection.

You see, in the beginning (as we know it) God made the perfect human, we decided to disobey and sin entered the picture and has reigned ever since, thus the degradation of mankind. We choose to sin and therefore we suffer the consequences.

The evil happens due to the fact that we live in a sin cursed world and because we personally choose to sin. These two factors are the reality of mankind. Now, God allows it because of His character. His perfection causes Him to love us even when we don't love Him but, love is only complete and whole when it is reciprocated. God is not forcing anyone to love Him as it would ruin perfection. Christ simply says in Matthew 11:28; Come unto me, all ye that labour and are heavy laden, and I will give you rest.

The choice is ours, the broad road; doing what's right in our own eyes leads to heartache here and death (separation from God forever), or the narrow path, via The Lord Jesus Christ unto abundant life here and a home in Heaven (with Him) some day.

Therein lies why God permits evil to exist and why bad things happen to "flawed people."

But fear not, Christ is coming again to put away sin and return everything to its' intended state. This is why the key is to be ready by trusting Him as your personal Lord and Savior. Therefore, the problem is not God, it's us. We must make sure we are rightly related to God; to be positionally correct when things happen.
